General provisions:

17) disqualification of a coach, trainer-teacher, specialist in sports medicine, other specialist in the field of physical culture and sports, sports referee participation in sports competitions and (or) training camps, and (or) labor (professional) activities in the field of physical culture and sports, which is carried out by an accredited sports federation for violating the rules of sports and (or) for violating the provisions (regulations) of sports competitions, and (or) for violating anti-doping rules, and (or) for violating sports ethics, and (or) for violating the norms approved by international sports organizations and (or) republican (regional) accredited sports federations;

37) head coach of the national team of the Republic of Kazakhstan in sports (national team in sports) – a coach responsible for the leadership, preparation, formation and performance of the national team of the Republic of Kazakhstan in sports (national team in sports) in the world championships, Olympic, Paralympic, Deaflympics and other international competitions;

45) sports federation – a non-profit organization established in the form of a public association or an association of legal entities in the form of an association (union) for the purpose of developing one or more sports;

Competence of the authorized body in the field of physical culture and sports

23) approves the rules for attestation of coaches and sports judges on the proposals of the republican accredited federations;

29) develops and approves the rules for accreditation of sports federations;

30) annually approves the composition of the national teams and full-time national teams of the Republic of Kazakhstan in sports (national teams in sports) on the proposal of accredited republican sports federations;

31) approves the rules for the formation of the composition of the national teams and full-time national teams of the Republic of Kazakhstan by sports (national teams by sports);

32) approves the age of athletes by sports in physical culture and sports organizations in which the educational and training process for the preparation of a sports reserve and high-class athletes is carried out;

36) provide insurance for the preparation and participation of members of the national teams of the Republic of Kazakhstan in sports (national teams in sports) in international sports competitions;

Competence of local authorities

3) provides training for regional, cities of republican significance, the capital of national teams in sports and their performance at republican and international sports competitions;

10) approves a unified regional calendar of mass sports events on the proposals of regional and local accredited sports federations and ensures its implementation;

13) carries out accreditation of local sports federations;

16) forms and approves regional, cities of republican significance, capitals lists of national teams by sports according to the proposals of regional and local accredited sports federations;

Rights and obligations of the Federation

1. Republican and regional accredited sports federations have the right to:

1) organize and conduct sports events for the relevant type (s) of sports;

2) improve the system of training athletes by type (s) of sports;

3) within the competence of

participate in the organization of the transition of an athlete from one physical culture and sports organization to another;

4) establish restrictions on participation in international sports competitions in the relevant sports of athletes who do not have the right to play for the national teams of the Republic of Kazakhstan in sports (national teams in sports) in accordance with the norms of international sports organizations holding relevant international competitions;

5) have all the rights to use the symbols of the national teams of the Republic of Kazakhstan in sports (national teams in sports);

6) make proposals on the inclusion of sports disciplines in the register of sports;

7) receive financial and other support provided for the development of relevant sports from various sources not prohibited by the legislation of the Republic of Kazakhstan;

8) exercise other rights in accordance with the legislation of the Republic of Kazakhstan.

2. Republican and regional accredited sports federations are obliged to:

1) develop and popularize sports;

2) develop and approve the rules for sports in agreement with the authorized body in the field of physical culture and sports in accordance with the requirements of international sports organizations (if any);

3) develop comprehensive targeted programs for sports and individual training plans for athletes of the national teams of the Republic of Kazakhstan by sports (national teams by sports);

4) develop provisions (regulations) on sports competitions held by the republican or regional accredited sports federation and submit them for approval to the authorized body in the field of physical culture and sports;

5) ensure the preparation and participation of national teams of the Republic of Kazakhstan in sports (national teams in sports) in international sports competitions;

6) ensure the training and participation of veteran athletes in relevant sports in international and republican sports competitions;

7) provide information on the development of relevant sports to the authorized body in the field of physical culture and sports;

8) counteract the manifestation of any form of discrimination and violence in sports;

9) develop and implement a unified republican calendar of mass sports events;

10) submit to the authorized body in the field of physical culture and sports in the prescribed manner the requirements and norms of the relevant sports in order to include them in the unified sports classification and qualification requirements for certification of coaches;

11) to train sports referees in sports;

12) carry out retraining of coaches, attestation of coaches, sports judges and specialists in the field of physical culture and sports;

13) submit documents to the authorized body in the field of physical culture and sports for the deprivation of sports titles and qualification categories, unless otherwise provided by this Law;

The paragraph is supplemented by subparagraphs 13-1 and 13-2 in accordance with the Law of the Republic of Kazakhstan dated 13.12.19 No. 280-VI

13-1) submit documents to local executive bodies for the deprivation of sports categories and qualification categories, unless otherwise provided by this Law;

13-2) coordinate documents for the assignment of sports titles, categories and qualification categories, submitted to the authorized body in the field of physical culture and sports or the local executive body;

14) conduct registration of athletes;

15) maintain a register of athletes, certified sports judges, coaches;

16) counteract the use of doping in accordance with the requirements established by the anti-doping rules of the Republic of Kazakhstan;

17) publish in the media or place on their Internet resources the anti-doping rules of the Republic of Kazakhstan and international sports federations for the relevant sports in the Kazakh and Russian languages;

18) provide, in accordance with the anti-doping rules of the Republic of Kazakhstan, the information necessary for the national anti-doping organization to form a list of athletes for the purpose of testing both in-competition and out-of-competition periods;

19) notify athletes in accordance with the anti-doping rules of the Republic of Kazakhstan about their inclusion in the list of athletes subject to testing both in-competition and out-of-competition periods;

20) assist in the testing of athletes in accordance with the anti-doping rules;
